Once retailers are in place and designs are nearly completed, Bird said, the city would require several months to approach all the entities that would be affected by a TIF district to then campaign for the project.
“Right now, it’s getting down to what that need is, what the gap is and what the costs are going to be,” Bird said. “You won’t see either of these (malls) in the next year.”
